Commercial air conditioning cost

Commercial air conditioning is priced from a survey, and the reason is not evasiveness — it is that the building drives the cost more than the equipment does. Two units of identical floor area can differ by half again on plant access alone. What this page can do is tell you where the money goes, what a complete quote should already contain, and the three lines that businesses most often discover after they have signed: planning permission, out-of-hours working, and the compliance duties that recur every year for the life of the system.

The first hidden line: planning permission
This is the one that surprises people, and it comes from a genuine gap in the rules rather than from local policy.
The permitted development right that lets a householder fit an outdoor unit without an application sits in Part 14 of the General Permitted Development Order, and it applies to domestic premises. The non-domestic classes alongside it cover solar, ground source and water source heat pumps — but there is no non-domestic class for an air source heat pump [1]. For most commercial premises, an external condenser therefore means a planning application.
Budget for it as a real line with a real duration:
- Application fee and any consultant time, which is modest against the project but not zero.
- A noise assessment, routinely required where there is residential nearby.
- Programme time. This is the expensive part. A refused or delayed application after equipment has been ordered is the costly failure mode.
- A pre-application enquiry, which is cheap insurance against a refusal.

The second hidden line: working around a live building
Domestic installations happen in an empty house. Commercial ones usually do not, and the difference is priced.
- Out-of-hours and weekend labour carries a premium rate, and for a restaurant or a shop it is often the only option.
- Phasing — taking one floor, one surgery or one zone at a time — costs more in mobilisations than doing everything at once.
- Access equipment. Scaffolding, towers or a mobile platform for roof plant.
- Making good and cleaning down to a standard the space can trade or treat patients in the next morning.
- Fire-stopping where pipework crosses compartment walls and floors. This is a building regulations requirement, it is skilled work, and it is the line most often thin in a cheap quote.
The third hidden line: compliance, every year, for fifteen years
Domestic systems need servicing. Commercial systems need servicing and a statutory regime on top, and it recurs for the life of the equipment.
F-gas leak checks. Responsibility for having stationary air-conditioning equipment checked sits with the party using it, and records must be kept for five years [2]. The intervals go by refrigerant charge: at least every 12 months from 5 tonnes of CO₂ equivalent, every 6 months from 50 tonnes, every 3 months from 500 tonnes where automatic leak detection is also mandatory [2]. Automatic leak detection doubles the permitted interval [2].
The threshold is lower than most businesses assume. For R-410A, 5 tonnes of CO₂ equivalent is 2.4kg of refrigerant [2] — a figure a modest multi-zone system passes easily.
TM44 inspections. Above a combined effective rated output of 12kW, an accredited energy assessor must inspect the system at intervals not exceeding five years [3]. The threshold aggregates across the units serving a building under one person's control, so several small units count together.
Planned servicing. Commonly twice a year for offices and shops, more for continuously running plant. This is industry practice rather than law, but it is what keeps the statutory checks from turning into repairs.

Running cost belongs in the comparison
Capital cost is the number in the quote; electricity is the number you pay every month afterwards. Under the Ofgem price cap for 1 October to 31 December 2026, the Great Britain average domestic electricity unit rate is 26.32p per kWh [4] — business contracts are not covered by the cap and are negotiated separately, but the figure is a reasonable order-of-magnitude anchor.
Two design decisions do most of the work here:
- Zoning. Conditioning space only when it is occupied is worth more over fifteen years than any equipment discount at purchase.
- Correct sizing. An oversized system short-cycles and controls humidity poorly; an undersized one runs flat out and never satisfies. Both cost money. See energy efficiency.
What a complete commercial quote contains
Use this as a checklist when comparing:
- A heat-load calculation per zone, not a floor-area estimate.
- Equipment schedule with models, capacities and SEER/SCOP figures.
- Plant position drawing, showing condenser location and service access.
- Electrical scope, including whether the incoming supply is adequate — see office power requirements.
- Builder's work: core drilling, fire-stopping, making good, ceiling alterations.
- Access method and working hours, stated.
- Planning position, stated — including who is making the application.
- Commissioning and documentation, with refrigerant charge in kg and tCO₂e recorded.
- Maintenance proposal, priced separately so you can see it.
A single figure with no breakdown cannot be compared with anything. Ask for the itemisation before you ask for a discount.

Can I reduce the cost by phasing the work? Sometimes, but phasing adds mobilisations. It helps cash flow more than it helps total cost. Where it genuinely pays is sharing a fixed access cost — doing several zones in one scaffold visit.
Is the cheapest quote ever the right one? Only if it contains everything the others do. Check the electrical scope, the fire-stopping and the F-Gas commissioning before concluding anything from the total.
