The hottest homes in Reading are the newest ones. That surprises people, but it should not: the town has built flats and estate houses at pace for two decades, and the recipe that makes a new home cheap to heat — airtight construction, thick insulation, large glazed areas to satisfy daylight standards — is precisely the recipe that traps summer heat. Building Regulations only began addressing overheating directly with Approved Document O, which applies to new residential buildings approved from mid-2022 onwards [1]. Almost everything built in Reading before then, from the canal-side apartment blocks to the estate houses on the town's southern edge, was designed with no overheating requirement at all.

The result is a predictable pattern in our enquiries. Owners of houses on the big southern developments report south-facing bedrooms at 28°C at midnight. Apartment owners near the station and the rivers report living rooms behind full-height glazing that greenhouse from May to September, with windows that barely open onto traffic noise. Why new builds overheat, and what that means for sizing

An airtight, well-insulated house holds whatever heat gets in. Solar gain through glazing is the dominant input, and design guidance calculates it per window, per orientation, alongside occupancy and equipment loads [2]. In a new build, three consequences follow. First, the calculated cooling load is often smaller than the room's size suggests — good insulation works in your favour once the sun is dealt with — so resist any installer who sizes by floor area and lands on a big unit "to be safe". An oversized unit short-cycles, controls humidity poorly and costs more. Second, the load arrives fast: a south- or west-facing room with big glazing heats up in an hour of direct sun, so response and airflow matter as much as raw capacity. Third, discharge is slow — an airtight house does not cool overnight the way a draughty one does, which is exactly why a mechanical answer beats waiting for the weather.

There are new-build-specific installation questions too. Timber-frame and thin-joint blockwork walls need the right fixings for a condenser bracket; some developments carry restrictive covenants requiring management-company consent for external equipment; and an NHBC or similar warranty is worth a call before anyone drills the envelope. The Victorian terraces are a different job entirely

Reading's older neighbourhoods — the terraced streets of Katesgrove and Newtown, the roads off the Oxford Road in west Reading, the older parts of Caversham — sit at the opposite pole. The fabric leaks heat, so summer performance is less about trapped gains and more about a top-floor bedroom under an uninsulated roof, or a rear kitchen extension in full afternoon sun. Solid nine-inch brick walls take a core drill without complaint, and the installation craft is concealment: pipework dropped through cupboards and floor voids, trunking colour-matched to brickwork, the condenser on a rear wall or a ground stand in the yard rather than on the street elevation. Ceiling height is the sizing trap here. A 3m Victorian ceiling adds a third more air volume than the modern 2.4m the rules of thumb assume, which is one more reason to insist on a written room-by-room calculation rather than a capacity quoted from the doorstep.

Flats and riverside apartments: permission before pipework

Along the Thames and the Kennet, and around the station, Reading has a large stock of apartments — many with the full-height glazing that makes riverside living bright in January and punishing in July. The engineering is usually straightforward; the permissions are not. Permitted development rights for outdoor units do not extend to flats, so a flat needs planning permission from Reading Borough Council, and before that it needs freeholder or management-company consent to fix anything to the building [3][6]. Balconies can sometimes host a condenser where the lease allows; where nothing external is permitted at all, the honest answer is a portable unit or a through-wall packaged system, with the trade-offs explained rather than glossed. The rulebook: refrigerant, certification, noise

Three regulatory facts shape every compliant quote. First, since 1 January 2025 GB F-Gas rules prohibit placing on the market new single splits containing under 3kg of F-gas with a global warming potential of 750 or more — which removed R-410A (GWP 2,088) from new systems and made R-32 (GWP 675) the standard, with propane R-290 growing [3]. Existing R-410A systems remain legal to run and service. Second, refrigerant work is restricted by law to qualified people: ask for F-Gas Category I and the company's F-Gas certificate number, and verify it with the certification body [3]. Third, for houses, an outdoor unit is often permitted development under Part 14 of the General Permitted Development Order, subject to siting conditions and an MCS 020(a) noise assessment showing 42 dB(A) or less at the nearest neighbour's assessment position [4][5]. Terraced streets deserve extra care on that last point — condensers sit close to neighbouring windows, so unit selection and mounting (anti-vibration feet, sensible height, no reflective corner siting) do real acoustic work. Questions Reading homeowners ask

Our new build is only three years old. Should overheating be the developer's problem? If the building was approved after Approved Document O took effect in 2022, it should have been designed against overheating and a complaint may be worth pursuing [1]. Most of Reading's stock predates that, where no such requirement existed — retrofit cooling is the practical answer.

Can I install air conditioning in a rented flat or shared-ownership home? You need the landlord's or housing provider's written consent, plus the freeholder and planning consents any flat needs. Shared owners should check the lease's alterations clause first.

How long does an install take? One room in a house: typically a day. Two or three rooms: two to three days. Flats run longer end to end because consent, not labour, sets the timetable.

Will the outdoor unit annoy the neighbours in a terrace? Not if it is selected and sited to meet the 42 dB(A) MCS 020(a) condition — quieter than a modern fridge from the assessment distance [5]. Ask to see the noise calculation with the quote.

Is R-32 safe indoors? Yes, within the charge and room-volume limits its A2L classification imposes — limits a certified installer designs to as a matter of course. It is one more reason not to hire uncertified labour.

Can one system heat the home office in winter? Yes. Every modern split is a reversible air-to-air heat pump, and a home office is the textbook case: heat one occupied room on demand without running the whole house's heating.
