Roughly half of London's homes are flats, and that one fact shapes air conditioning installation in London more than any refrigerant rule or any heatwave. The hardware and the prices look familiar — a single-room split system installed for about £1,800–£3,000, with London jobs often landing at the top of that range or above once parking, access and congestion charging are priced in — but the sequencing is different. In most of the south east, the first question is which wall the outdoor unit should go on. In London, it is who owns the wall.

So this guide leads not with kilowatts but with consent. Demand follows the weather — every 30°C week produces a spike in enquiries for aircon in London — but the projects that succeed start earlier. A freehold house in Walthamstow or Ealing looks much like a project anywhere else: sizing, siting, planning conditions, done. If you own a leasehold flat — and that covers the Victorian conversion in Clapham, the mansion block in Maida Vale and the new-build tower in Nine Elms alike — the freeholder conversation comes before the survey, before the quotes, and long before anyone drills a wall.

Freeholder and managing agent consent comes first

In a leasehold flat, the external walls, the roof and usually the structure of any balcony belong to the freeholder, not to you. Fixing an outdoor condenser to any of them without permission is normally a breach of the lease, however small and quiet the unit. The consent you need is written: a licence for alterations or a formal letter from the freeholder or managing agent, and in a share-of-freehold conversion, the agreement of the other owners. Verbal reassurance from a porter or a neighbour is worth nothing when the block changes managing agent three years later.

How long this takes is the least predictable part of any London installation. A responsive agent for a two-flat Clapham conversion might turn consent around in a fortnight. A large purpose-built estate can take months, and many new-build towers — in Docklands, Nine Elms, Stratford — refuse as a matter of policy, because the facade is a single engineered, warrantied system and nobody is allowed to bolt anything to it. Where cladding remediation or building-insurance questions are live, expect extra caution.

Three practical rules follow:

  • Get consent moving before you commission a survey. Installers' quotes typically hold for 30 to 60 days; freeholder decisions frequently take longer than that.
  • A balcony is not a loophole. Even where the lease demises the balcony to you, fixing a unit to its structure — and the visual change to the elevation — will usually still need consent.
  • If the answer is a firm no, the project is not necessarily dead. Systems without a conventional outdoor unit — through-wall packaged machines and internal condensers venting through discreet external grilles — solve some London flats, with honest compromises on noise and efficiency that the guide sets out.

What London's housing stock means for the install itself

The Victorian and Edwardian terraces that dominate Islington, Hackney, Fulham and Wanstead are, perversely, some of the easiest London properties to work on — provided you own the whole house. Solid brick takes a bracket well, rear elevations hide the condenser from the street, and pipework runs through chimney breast voids, understair cupboards and floor voids much as it would in any period property. Conversions are the same buildings carved into two or three flats, and they concentrate every London difficulty at once: a shared or absent freeholder, no obvious condenser position except a wall someone else can see, and — for the top-floor flat — the worst overheating in the building. Top-floor conversions under a poorly insulated roof are, alongside glass-heavy new-builds, the properties whose owners most often contact us in July.

Mansion blocks in Maida Vale, Marylebone and Battersea sit in between: their managing agents have seen the request before, but elevation policies are strict and internal routing through thick masonry lengthens the job. New-build apartments vary the most. Some towers were built with comfort cooling and need nothing; others combine floor-to-ceiling glazing, a single aspect and windows that barely open — exactly the combination that makes August intolerable in Docklands, and exactly the buildings where the facade is untouchable.

For houses proper, larger family properties in Wandsworth, Richmond or Muswell Hill cooling three or four bedrooms are classic multi-split territory: one condenser serving two to five indoor heads, saving wall space and money against separate systems. A full renovation or side-return extension is the moment to consider a ducted system, because open ceiling voids turn an £8,000–£15,000+ disruption into a tidy add-on, and the result is invisible in a way no wall unit can match.

Sizing in a city that does not cool down at night

London runs hotter than everywhere around it. The urban heat island effect means central London nights can stay several degrees warmer than the surrounding countryside, and the London Plan treats overheating as a design risk in its own right under Policy SI 4 [1]. For an existing home the practical consequence is simple: night-time purge ventilation — opening the windows — does less in zones 1 and 2 than in Surrey, so the system carries more of the load and sizing errors are punished harder.

Sizing is a calculation, not a rule of thumb. Heat gain arrives mostly through glass, and design guidance treats solar gain, occupancy and equipment as separately calculated inputs, not per-square-metre allowances (CIBSE Guide A) [2]. The factors that most often move the number in London:

  • Orientation and glazing: a west-facing wall of glass in a warehouse conversion or new-build apartment takes its peak load from mid-afternoon into the evening.
  • Position in the building: a top-floor flat under a warm roof can need a unit a full size larger than the identical floor plan two storeys below.
  • Single-aspect and sealed flats: where cross-ventilation is impossible, the calculation should assume the system does everything.
  • Party walls: mid-terrace and mid-block homes gain less through their walls than detached houses, and a proper calculation credits that too.

If a quote arrives with a kilowatt figure and no questions about your windows, orientation or floor level, treat it as a guess.

Planning permission: 33 local planning authorities, one postcode lottery

London has 32 boroughs plus the City of London, each a local planning authority with its own conservation areas, Article 4 directions and appetite for enforcement. The same condenser on the same style of wall can be uncontroversial in one borough and a planning breach across the boundary in the next.

The national framework first. Outdoor units on houses can fall within permitted development under Part 14 of the General Permitted Development Order, subject to conditions on siting and size and to the MCS 020(a) planning standard, which requires demonstrated noise of no more than 42 dB(A) at the nearest neighbour's assessment position [3][4]. Two London-critical caveats. First, those permitted development rights are aimed at houses: for flats and maisonettes you generally cannot rely on them, and an externally mounted unit will usually need a planning application to the borough — on top of, not instead of, freeholder consent [4][5]. Second, conditions tighten in conservation areas, where the unit generally cannot sit on an elevation fronting a highway, and inner London boroughs designate them liberally — in some, conservation areas cover much of the borough. Listed buildings need listed building consent regardless of permitted development, and an Article 4 direction can remove rights street by street.

None of this kills projects; it front-loads them. Settle the unit position with the borough's rules in view before any pipework is priced. The planning permission guide walks through the tests, and a good London installer will know the temperament of the borough you are in.

The 2025 refrigerant rules apply in full

From 1 January 2025, GB F-Gas regulation prohibited placing on the market single split air conditioning systems containing less than 3kg of fluorinated greenhouse gases with a global warming potential of 750 or more [6]. That ends new R-410A single splits — R-410A has a GWP of 2,088 — and makes R-32, at a GWP of 675, the mainstream domestic refrigerant, with propane (R-290) appearing in a growing number of products [6].

For a London quote in 2026: a new single split specified with R-410A should prompt questions, because it is legacy stock with a weakening servicing position as HFC quotas tighten. R-32 is mildly flammable (A2L classified), so charge size, room volume and pipe routing follow the equipment's installation standards — routine, well-understood work for a certified installer, and one more reason this is not a handyman job. Existing R-410A systems remain legal to run and service; nothing forces a replacement.

Vetting an installer in the biggest market in the country

London has more air conditioning installers than anywhere else in Britain, and correspondingly more variance. The non-negotiable baseline: anyone installing, servicing or decommissioning equipment containing F-gas must hold the relevant qualification — for domestic split systems, ask about F-Gas Category I — and the company needs an F-Gas company certificate you can verify with the certification body [6].

Ask for four things in writing: the F-Gas company certificate number and issuing body; electrical certification for the new circuit, spur or isolator; public liability insurance plus manufacturer accreditation where the extended five-to-seven-year warranty depends on it; and a written heat-load calculation per room, not a single capacity figure. In a flat, add a fifth: evidence that the installer has read the freeholder's licence conditions, because working hours, protection of common parts and reinstatement clauses bind them too.

What moves the number upward in London specifically: parking suspensions and congestion charging; access equipment for anything above the first floor; roof-level condensers that need scaffold or crane time; condensate pumps where gravity drainage is impossible; long internal pipe runs imposed by a freeholder's routing conditions; and decorative making-good in period interiors. What moves it down: several rooms done in one visit, and a condenser position agreed early, so the pipe run is designed rather than improvised.

Running costs, and the heating case

A modern inverter split typically draws 500–700W once a bedroom-sized room is at temperature, so at the unit rates Ofgem's price cap has kept typical through 2025, an evening's cooling costs pennies rather than pounds [7]. The stronger economic argument is often heating: run in reverse, the same unit is an air-to-air heat pump delivering three to four units of heat per unit of electricity in mild weather — genuinely useful arithmetic in the many London flats heated by expensive direct electric systems with no gas supply.

Questions London homeowners ask us

Do I need my freeholder's permission for air conditioning in my flat? Almost always, and it must be in writing. External walls, roofs and balcony structures are normally the freeholder's property, and many leases catch internal alterations too. Assume consent is required, read the alterations clause, and start the conversation before commissioning surveys.

Do flats need planning permission for the outdoor unit? Generally, yes. The permitted development route under Part 14, with the MCS 020(a) 42 dB(A) noise standard, is aimed at houses [3][4]. For a flat, expect to apply to your borough — and remember that planning permission and freeholder consent are separate hurdles. You need both.

Can I have air conditioning with no outdoor unit at all? Sometimes. Through-wall packaged units and internal condensers venting through wall grilles exist precisely for buildings where nothing can be fixed to the elevation. They are noisier and less efficient than a conventional split, but for many central London flats they are the only compliant route to fixed cooling.

What about noise and the neighbours? Siting matters more than the spec sheet in a dense terrace. The MCS 020(a) test — 42 dB(A) at the neighbouring assessment position — is the planning benchmark for houses [3], and freeholders commonly impose their own noise conditions on flats. A good installer sites the condenser away from bedroom windows, on anti-vibration mounts.

Is R-410A banned? New single split systems containing it can no longer be placed on the market in Great Britain as of 1 January 2025 [6]. Existing systems can still be run, serviced and repaired. Specify R-32 or R-290 for anything new.

How long does installation take? The engineering is quick: one room in a day, a multi-room system in two to three. The real London timetable is consent-bound — allow weeks to months for freeholder and, where needed, planning decisions before that one-day install can happen.

Why is my top-floor flat so much hotter than the rest of the building? Solar gain through the roof, rising warmth from the flats below, and city nights that never properly cool [1]. It is the hardest cooling brief in the building and usually needs a size more capacity than the same floor plan lower down [2].
