Most guides to air conditioning installation in Bath read as if the city were anywhere else, then add a paragraph about planning at the end. That gets the problem backwards. The whole city of Bath is a UNESCO World Heritage Site, its conservation-area coverage is extensive, and a remarkable share of its housing stock — not just the famous crescents — is listed. In this city, the legal and visual constraints are not a footnote to the installation; they are the first design input, and any installer who quotes you a price before addressing them is quoting for a different city.

So this guide starts where a Bath survey should start: with what you are allowed to do, what is realistically achievable within that, and — because it is sometimes the honest answer — when a conventional split system is the wrong tool and a different solution serves you better.

First question: what is your building's status?

Three legal layers determine what is possible, and you need to know which apply before anyone talks equipment.

Listed buildings. If your home is listed — and Bath's Georgian terraces, crescents and villas are listed in large numbers, frequently at Grade I or II* as well as Grade II — then listed building consent is required for works affecting its character, and this applies regardless of permitted development rights [1]. Flats. A large fraction of the Georgian stock is divided into flats and maisonettes, and flats do not enjoy the Part 14 permitted development rights that houses do — an external unit needs planning permission, plus the freeholder's or management company's written consent [2]. None of this is a reason to give up. It is a reason to sequence the project correctly: status check, then siting proposal, then consent where needed, then quotation. An enquiry that arrives with the heritage questions already answered moves months faster than one that starts with a brochure.

What is realistically achievable in a listed Georgian terrace

Here is the honest ladder, from most conventional to least, as we assess it for Bath enquiries.

A discreet split system with rear-elevation siting. This is achievable more often than owners expect. Bath's terraces typically present their formal face to the street and a much plainer face to the rear, and a compact condenser at low level in a rear yard, lightwell or garden — screened, on anti-vibration mounts, with pipework entering through a single considered penetration — is the kind of proposal that can succeed at consent, particularly where the rear elevation has already been altered. The application needs drawings, a heritage justification and often a noise assessment; conservation officers respond to specifics, not intentions. A single split serving one or two key rooms, rather than a whole-house scheme, keeps the intervention minimal and the case stronger.

Internal routing that respects the fabric. Inside a listed building, the route matters as much as the units. Pipework runs through later partitions, service voids, cupboards and previously altered floors rather than through original mouldings, panelling or historic plaster. Indoor units go on secondary walls, not above a fireplace surround. A multi-split can serve two or three rooms from one carefully sited condenser, which halves the external interventions compared with separate systems. Systems with no outdoor unit. Where no acceptable external position exists — a Grade I terrace with a formal rear elevation, a flat with no demised outside space — the remaining options are through-wall packaged units (which still need external grilles, and therefore usually consent), portable units vented through a window, and accepting the limits of both. Sometimes the answer is a different solution entirely. Georgian buildings have passive assets modern houses lack: thermal mass in thick masonry walls, tall rooms that stratify heat above head height, sash windows designed for controlled ventilation, and shutters that cut solar gain better than most retrofit blinds. For some south-facing rooms, external-gain control plus night purging genuinely outperforms an undersized cooling unit fighting the sun through single glazing. An honest survey prices that option too. Outside the Georgian core

Bath is not only Georgian. The Victorian terraces of Oldfield Park and the areas popular with students and young families, inter-war and post-war housing on the slopes above the city, and modern developments on former industrial land along the river each face a milder version of the same questions. Conservation-area coverage still reaches much of the city, so the highway-facing restriction frequently applies, but an unlisted Victorian or post-war house with a rear garden is usually a conventional installation: one to three days on site, condenser on the rear wall or a ground stand, pipework through cupboards and voids. The rules that apply everywhere, heritage or not

  • Refrigerants. From 1 January 2025, GB F-Gas regulation prohibits placing on the market single split systems containing under 3kg of F-gas with a global warming potential of 750 or more, which ends new R-410A single splits. R-32 (GWP 675) is the mainstream refrigerant, with propane (R-290) growing; existing R-410A systems stay legal to run and service [5].
  • Qualifications. Refrigerant work requires F-Gas certification — Category I covers all activities on all system sizes — and the company needs an F-Gas company certificate you can verify [5].
  • Planning outside heritage constraints. For unlisted houses, Part 14 permitted development frequently applies, with the MCS 020(a) standard used to demonstrate noise within 42 dB(A) at the nearest neighbouring assessment position [2][6]. In Bath's tight terraces, where a rear yard may be a few metres from three neighbours' windows, that noise test deserves real attention, not a form-filling exercise — quiet condensers and thoughtful siting are cheaper than a retrospective complaint.

Treat every figure here as indicative. Heritage work is priced from a survey because the cost sits in the specifics: consent drawings and application support, slower protective working around historic fabric, lime-plaster reinstatement rather than a quick fill, and the longer, less direct pipe runs that discreet routing demands.
