Converted flats: the freeholder answers before the council does
A very large share of Brighton's period stock is now flats, and a flat owner needs two consents where a house owner needs at most one. The first is contractual. In most leases the external walls belong to the freeholder, and fixing a condenser bracket, drilling a pipe route through the wall and running trunking down the elevation all need the freeholder's or management company's written consent. Get that in writing before you pay a survey deposit, because it is the consent most likely to fail, and a refused freeholder ends the standard project regardless of what the council would have allowed.
The second consent is planning. Planning permission in a conservation-area city
Brighton & Hove City Council is the local planning authority for the city, and it designates conservation areas covering much of the historic centre and seafront, including the celebrated squares and crescents [4]. The refrigerant rules changed in 2025
Since 1 January 2025, GB F-Gas regulation has prohibited placing on the market new single split air conditioning systems containing less than 3kg of fluorinated greenhouse gases where the refrigerant has a global warming potential of 750 or more [5]. That ends new R-410A single splits, because R-410A has a GWP of 2,088. R-32, with a GWP of 675, is now the mainstream domestic refrigerant, and propane (R-290) appears in a growing number of products [5].
Three practical consequences for a Brighton buyer. A new quote specifying R-410A for a single split deserves hard questions, because it points to legacy stock with a weakening servicing outlook as the HFC phase-down tightens quotas [5].
