For the typical four-bed detached house — cooled living room, principal bedroom, study, perhaps a child's room — it beats a series of separate single splits on price, on outdoor clutter and on neighbour relations. The ducted system is the whole-home answer for the largest properties — the private-road houses around the towns and the substantial village homes toward the Hills. Concealed air-handling units in loft or ceiling voids deliver cooling and heating through ceiling grilles, with nothing on the walls at all and one discreet condenser outside. From £8,000 and climbing with the footprint, it is the architecture most worth planning into a renovation rather than retrofitting after one. The single split still earns its place — one overheating loft room, a garden office, an annexe — but in a large house treat it as a deliberate choice for an isolated space, not the default. The expensive mistake in this county is buying room by room: two standalone systems fitted a year apart cost more than one designed multi-split and double the condensers on the wall. Design the whole house once, even if you phase the spend.
Whatever the architecture, sizing is a calculation, not a guess. Heat load depends on glazing area, orientation, insulation, ceiling height, occupancy and equipment — treated as separately calculated inputs in professional design guidance, not a square-metre shortcut [1]. In a big house the diversity judgement — which rooms peak together, which never do — is where a good designer earns the fee. A quote with one kilowatt figure per room and no interest in your windows has skipped the work.
Around the county: what changes from town to town

Garden offices and annexes: Surrey's second front
The same plots that give Surrey its house sizes give it outbuildings, and since the shift to home working the garden office has become one of the most common briefs we see in the county. A well-built garden room is a highly insulated box with a lot of glazing — it holds heat in summer exactly as tenaciously as it holds warmth in winter — and a small single split transforms it in both seasons, heating at three to four units of heat per unit of electricity in the months when a fan heater would be burning money. The green belt, the Surrey Hills and the planning layer
Surrey is one of the most protected counties in England: a large majority of it lies in the Metropolitan Green Belt, and the Surrey Hills National Landscape covers a broad band of the county's south and centre [2]. Neither designation forbids air conditioning — but both shape where the outdoor unit can go, and the Surrey Hills designation tightens permitted development conditions.
The general position first. For most houses, an outdoor unit can be installed as permitted development under Part 14 of the General Permitted Development Order, subject to conditions on siting and size [3], with the MCS 020(a) planning standard used to demonstrate that noise at the nearest neighbour's assessment position stays within 42 dB(A) [4] — an assessment modern condensers pass comfortably when sited sensibly, as the noise guide explains. The exceptions: in conservation areas the unit generally cannot sit on an elevation facing the highway; listed buildings need listed building consent regardless of permitted development rights; land in the Surrey Hills National Landscape carries additional restrictions; and flats — Woking's towers, Guildford's riverside developments — have no Part 14 rights at all, needing planning permission plus, almost always, the freeholder's consent.
One administrative point saves wasted phone calls: planning applications in Surrey are decided by the eleven district and borough councils — Guildford, Waverley, Woking, Surrey Heath, Runnymede, Elmbridge, Epsom & Ewell, Reigate & Banstead, Mole Valley, Tandridge and Spelthorne — not by Surrey County Council, whose planning role covers county matters such as minerals, waste and its own developments [2]. Refrigerants and certification: the 2025 rules
Since 1 January 2025, single split systems containing less than 3kg of fluorinated greenhouse gases with a global warming potential of 750 or more can no longer be placed on the market in Great Britain [6]. New R-410A single splits (GWP 2,088) are therefore finished; R-32 (GWP 675) is the standard specification on any current quote, with propane (R-290) appearing in a growing number of products. Existing R-410A systems remain legal to run and service, though an ageing one facing a major repair increasingly argues for replacement as the HFC phase-down tightens supply [6]. R-32's mild flammability (class A2L) changes nothing for the homeowner and several things for the installer — charge limits, room volumes, pipework standards — which is one reason the work belongs with certified engineers: anyone handling refrigerant must hold the relevant F-Gas qualification, Category I covering all activities on all system sizes, and companies must hold a verifiable F-Gas company certificate [7].

Surrey FAQs
Is a whole-house system really worth it over a couple of wall units? In a large Surrey house, usually yes — one designed multi-split or ducted system beats piecemeal singles on cost per room, wall clutter and control. The exception is a genuinely isolated need, such as a single garden office.
Does the green belt stop me installing air conditioning? No. Green-belt policy is about development of land, not domestic outdoor units; permitted development rights generally still apply to houses. The Surrey Hills National Landscape is the designation that tightens Part 14 conditions, and conservation areas and listed buildings carry their own rules [3].
Who do I ask about planning — Surrey County Council? No: your district or borough council decides householder applications — Guildford, Waverley, Woking, Reigate & Banstead and so on [2][5]. The county council's planning remit is a different tier.
Every "air conditioning Surrey" search result promises whole-house comfort by the weekend. Realistic? A single split can genuinely go in within a day once surveyed. A multi-room design takes two to four days, ducted work longer — and the survey-before-quote step is precisely what the weekend-promise outfits skip. The same goes for "aircon Surrey" ads in a heatwave: booked is better than fast.
Can my garden office run off the house electrics? Often, if the outbuilding's supply has capacity for the extra circuit; otherwise the armoured-cable feed needs upgrading, which the survey establishes. Budget for the electrical work alongside the unit.
