Find the outdoor unit a home before you choose anything else
A split air conditioner is two machines joined by pipework, and the outdoor unit needs four things: a stable fixing, clear airflow around the coil, a route for the condensate to drain, and reasonable access for servicing. In a typical Portsmouth terrace there are three candidate positions, each with a trade-off.
A ground stand in the rear yard is usually the best answer where space allows. It is the cheapest to install, the easiest to service, and — because the unit sits on its own mounts rather than on the building — the least likely to transmit vibration into anyone's bedroom. Shared walls, sound and staying friends with next door
The planning standard that matters is MCS 020(a) — one condition among several set out in our planning permission guide — which calculates the sound level at an assessment position by the nearest neighbouring door or window and requires the result not to exceed 42 dB(A) for the installation to sit within permitted development [1]. In a four-metre yard that test is demanding but passable: modern inverter condensers are far quieter than the units that gave the technology its reputation, many publish night-mode figures in the 40s dB(A) at one metre, and every doubling of distance from the unit drops the level by roughly 6 dB.
The practical playbook for a terraced street: choose a condenser from the quiet end of the range rather than the cheap end, position it so a wall or the geometry of the yard screens the neighbour's windows, use rubber anti-vibration mounts whatever the fixing, and enable the night setback mode if evenings are the main use. Indoor units are rarely the issue — good ones run at 19–25 dB(A) on low fan. A naval city's housing stock, street by street
Portsmouth's terraces were built fast and tight in the late Victorian and Edwardian decades to house dockyard workers, and they behave in a particular way in summer: solid brick walls, slate roofs with minimal insulation, and upstairs bedrooms that hold the day's heat well into the night. A rear bedroom in this stock typically wants a 2.0–2.5kW unit, but treat that as a starting point, not an answer — cooling load is driven by glazing area, orientation and the roof above, which design guidance treats as separately calculated inputs rather than a rule of thumb per square metre (CIBSE Guide A) [2]. Southsea adds a second housing type: seafront mansion blocks and large villas converted into flats. Two notes for those owners. Flats need planning permission for external units as a rule, plus the freeholder's written consent to fix anything to the building — the flat guide sets out the sequence. And within reach of the seafront spray, specify an anti-corrosion coated coil and stainless fixings, because salt air is unkind to standard condensers.
North of the island and in the mainland suburbs the picture eases: interwar semis and post-war houses with gardens, side access and lofts make siting straightforward, and a multi-split serving the whole upstairs from one garden-sited condenser is a common and cost-effective design.
What Portsmouth City Council will and will not need to see
Portsmouth City Council is the local planning authority for the city [4]. For houses, an outdoor unit is often permitted development under Part 14 of the General Permitted Development Order, subject to conditions on siting and size and to the MCS 020(a) noise standard described above [1][3]. That is why so many terrace installations proceed without a planning application: a condenser in a rear yard, invisible from the street and passing the 42 dB(A) test, generally sits within the conditions.
The exceptions are the ones to check before spending money. Flats and maisonettes do not have householder permitted development rights, so a Southsea flat will generally need a planning application [3]. In a conservation area the unit cannot go on an elevation facing the highway, and a listed building needs listed building consent for external plant regardless of permitted development. Where any doubt exists for a specific address, the council's planning pages and a short pre-application enquiry are cheaper than retrofitting compliance [4].
Refrigerants: the 2025 rulebook
The refrigerant rules are national but worth knowing before you compare quotes. Since 1 January 2025, GB F-Gas regulation has prohibited placing on the market new single split systems containing less than 3kg of fluorinated greenhouse gases where the refrigerant's global warming potential is 750 or more [5]. R-410A, at a GWP of 2,088, is therefore finished for new single splits; R-32, at 675, is the mainstream replacement, with propane (R-290) growing in newer product lines [5].
R-32 is mildly flammable — A2L classified — which is unremarkable in practice but regulated in detail: maximum charge sizes relative to room volume, pipework routing and leak-tight brazing are all governed by the equipment's installation standards. That is the technical case for the legal requirement: anyone working on the refrigerant circuit must be qualified, the relevant qualification for domestic splits being F-Gas Category I, and the company must hold an F-Gas company certificate [5]. An existing R-410A system in your house remains legal to run and service; replacement only becomes the sensible arithmetic when an old unit needs a major repair.
Matching the machine to the house
For one hot room, a single split system is the default and fits the pricing below. For two or three bedrooms off the same landing, a multi-split shares one condenser — valuable where the yard has space for exactly one. Ducted systems, which hide the indoor equipment above ceilings, rarely suit an unmodified terrace because the void does not exist, but they come into their own in loft conversions and full renovations where the ceilings are open anyway.
One warning that matters more in a marine climate than inland: resist oversizing. A unit far bigger than the calculated load cools the air quickly but short-cycles before it has dehumidified, leaving the room cold and clammy — the exact failure mode Portsmouth's humid summer air punishes. Running costs are modest — a bedroom unit draws roughly 500–700W at steady state, which at the unit rates Ofgem's price cap has held near the mid-20s pence per kilowatt hour works out around 12p–20p an hour [6] — and because every modern split also heats at three to four units of heat per unit of electricity, many owners get more value from it in October than in July.

Can one outdoor unit run the whole house? A multi-split condenser can serve up to five indoor units, though capacity is shared when everything runs at once. For a terrace, one condenser covering two or three bedrooms is the sweet spot; larger houses should compare a second condenser against a ducted design.
How disruptive is the installation? A single room is a one-day job built around one 60–80mm drilled hole. Multi-room work runs two to three days. The messiest step is core-drilling, and a good installer sheets and vacuums as they go.

In Brighton it is conservation areas and freeholders; in Southampton it is a broader mix of suburban stock.
